Le projet CARROUSEL s’appuie avant tout sur des valeurs partagées. Il défend le pouvoir d’agir des habitants et s’inscrit dans une démarche partenariale. Avec de nombreuses instances participatives, les habitants et adhérents sont les premiers acteurs du projet et de son évolution.
